ITEM SUMMARY

RFB No. 2021-0180-B for Jasmine Lane, Jasmine Court, and Kathy Court Paving and Water Line Reconstruction, Project No. 7217, for the Engineering Department to Austin Raymond Construction, LLC dba Texas Civil Construction in the amount of $1,571,969; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

The Engineering Department accepted bids on February 11, 2021 for the Jasmine Lane, Jasmine Court and Kathy Court Paving and Water Line Reconstruction, Project No. 7217. The project includes reconstruction of existing street pavement, water lines, sidewalks, driveways, and barrier free ramps for the following street segments and cul-de-sacs:(1) Jasmine Lane – Jasmine Lane to P Avenue (pavement and water line). (2) Jasmine Lane –P Avenue to R Avenue (pavement only),(3) Jasmine Court – Jasmine Lane to cul-de-sac (pavement and water line ) and (4)   Kathy Court- Primrose Lane to cul-de-sac (pavement only). The scope of this project is comprised mainly of the reconstruction of the following: 10,510 SY of 6” concrete street pavement, 2,510 SY of concrete sidewalk, 1,410 LF of 8” C900 PVC waterline, 15 EA various curb ramps.
 
The lowest responsive and responsible bid was submitted by Austin Raymond Construction, LLC dba Texas Civil Construction, in the amount of $1,571,969.  There were a total of 745 vendors notified of this project. Seventeen (17) complete bids were received for the project as shown in the attached bid recap.

If this project is not awarded, neighborhood infrastructure at these locations, including water lines, sidewalks, and roadway pavement will continue to deteriorate leading to increased future maintenance costs and a reduction in the quality of life for residents.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2020-21 Street Improvements CIP and Water CIP and is planned for both funds in 2021-22, as well.  Construction services for the Jasmine Lane, Jasmine Court and Kathy Court Paving and Water Line Reconstruction project, in the total estimated amount of $1,571,969, will leave a balance of $1,208,986 for future project expenditures.
