ITEM SUMMARY

Ordinance No. 2021-2-16: To amend Section 12-101, Prohibited on certain streets at all times, of Article V, Stopping, Standing and Parking, Chapter 12, Motor Vehicles and Traffic, of the Code of Ordinances of the City of Plano, Texas to establish a no parking zone on a certain section of Oklahoma Avenue, within the city limits of the City of Plano; and providing a penalty clause, a repealer clause, a severability clause, a savings clause, a publication clause, and an effective date. Adopted

BACKGROUND

The Oakpoint Homeowners Association reached out to Transportation Engineering Division with a concern with residents constantly parking their vehicles near the intersection of Des Moines Drive and Oklahoma Avenue, which is a main entrance to the community.

 

Oklahoma Avenue is a 26-ft wide residential street abutting a side of a residence on the north and fronting several residences on the south.  When vehicles are parked on both sides of Oklahoma Avenue, it only leaves one lane for through traffic and impedes the line of sight for egress and ingress at the intersection of Des Moines Drive and Oklahoma Avenue.

 

Since Oakpoint HOA requires mandatory participation of its residents, a signed resolution by the HOA board members was determined sufficient to confirm the community support for the proposed parking restrictions in lieu of neighborhood surveys that the city typically requires.  The HOA board was made aware that it is their responsibility to discuss the on-street parking issue with the residents and inform of the proposed parking restrictions prior to signing the resolution and return it to the City.

 

Traffic Engineering Division supports the parking restrictions and recommends amending the Codes of Ordinances to establish a NO PARKING zone on the north side of Oklahoma Avenue between Des Moines Drive and Texana Way to improve safety and flow of traffic in the community.

FINANCIAL SUMMARY/STRATEGIC GOALS

This item may impact revenue collected from parking fines due to the implementation of parking restrictions; however, the exact change in revenue is indeterminable and will have minimal impact on the General Fund budget.

 

Approval of this item to establish restrictions along the north side of Oklahoma Avenue between Des Moines Drive and Texana Way supports the City's Strategic Plan Critical Success Factor of Safe, Vibrant Neighborhoods.
