ITEM SUMMARY

To approve an expenditure for a digital x-ray system in the estimated amount of $51,390 from Logos Imaging LLC for the Police Department; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

It is the recommendation of the Plano Police Department (PPD) to purchase an XIROS 12x12 Flat Panel X-Ray Kit, Computer Kit for Security DR Systems, and a Golden Engineering XR150 Source from Logos Imaging LLC.  Logos Imaging LLC is the sole supplier of this imaging system.

 

The funding for this purchase is through the State Homeland Security Program (SHSP) grant.  This grant provides funds for the purchase of a second medium sized digital x-ray system for the Plano Police Departments Hazardous Devices Disposal Unit (HDDU).  This unit can run remotely which provides additional safety for a bomb technician needing to investigate a suspicious package.  This digital x-ray system also provides an almost instant image to the bomb technician allowing him to make a quick decision on the threat a package poses.  We deploy these types of systems at large scale events throughout the city to allow for the quick diagnosis and determination of suspicious packages with the intent of keeping these events running smoothly unless the diagnosis of the package reveals a threat that would require an evacuation.  This type of system can also be used on a standard HDDU callout to allow a faster response and determination of safety in many cases which in turn allows affected areas to reopen sooner.  Because these systems can be controlled remotely this provides an extra measure of safety for our bomb technicians because they have to spend less time around a potential explosive threat. With the addition of a second unit we will also always be able to have one available even when one needs to be sent in for repair or standard maintenance.

 

If funding is not approved, the Police Departments HDDU would continue to use an older system that takes a longer time to develop the image causing potential delays in reopening areas or delays / closings of large scale events, exposes the bomb technician to more danger around an explosive threat, and we would lose the grant funding.

 

The City is exempt from the competitive bid process for this purchase as allowed by Texas Local Government Code Chapter 252 Subchapter B Section 252.022(a)(7)(A). (City of Plano Internal Contract No. 2021-0137-X)

FINANCIAL SUMMARY/STRATEGIC GOALS

This item approves the purchase of a digital x-ray system for the Police Department's Hazardous Devices Disposal Unit.  The total estimated amount to be spent is $51,390; a portion of that total equaling $46,500 will be made from the State Homeland Security Program grant, and the remaining $4,890 will be made within the Police Department’s approved operating budget appropriations.
