ITEM SUMMARY

To approve an expenditure for landscape architect professional services for Cottonwood Creek Trail and Oak Point Park Trail Connection, Project No. 7323, in the amount of $88,700 from Kimley-Horn & Associates, Inc. for the Parks and Recreation Department; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

The Parks and Recreation Department recommends approval of an expenditure in the amount of $88,700 for landscape architect professional services from Kimley-Horn & Associates, Inc. for the Cottonwood Creek Trail & Oak Point Park Trail Connection. This project will provide construction design services for a 12-foot wide concrete trail between Cottonwood Creek Trail North and Oak Point Park Trail. When completed, the project will also include benches, trash bins, solar lighting and an at-grade spur connection to Los Rios Boulevard. This project will connect the recently completed Cottonwood Creek Trail North with existing trail at Oak Point Park and Nature Preserve via the Los Rios Boulevard underpass.

Kimley-Horn & Associates, Inc. was deemed most qualified based on their Statement of Qualifications submission for RFQ No. 2019-0248-X

The contract fee is $88,700, which includes geotechnical investigation, topographic survey, preparation of construction documents, and bidding and construction phase services for the proposed trail connection.

The benefit of this project is that it completes a connection gap within the City’s trail system between Oak Point Park and Nature Preserve and Cottonwood Creek Greenbelt. The project utilizes the existing trail underpass that was put in place during the road construction of Los Rios in 2005 specifically for this trail connection. If this project is not awarded, the gap at Los Rios Boulevard between Cottonwood Creek Trail North and Oak Point Park Trail will remain.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2020-21 Park Improvements CIP.  Professional design services for the Cottonwood Creek Trail & Oak Point Park Trail project, in the total estimated amount of $88,700, will leave a current year balance of $3,536,300 for future Recreational Trail project expenditures.

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
