ITEM SUMMARY

CSP No. 2020-0705-B for Downtown Brick Paver Replacement, Project No. 7272, for the Engineering Department to Lisle, Inc. in the amount of $288,488; and authorizing the City Manager to execute all necessary documents.  Approved

PREVIOUS ACTION/PRESENTATION

This agenda item was previously considered by the City Council during their meeting on January 25, 2021 at which time the Council requested the TIF Zone No. 2 Board consider appropriating funds in the 2020-21 TIF 2-East Side budget for this project.  

 

On February 10, 2021 the TIF Zone No. 2 Board approved the use of TIF 2 funds for this project.

BACKGROUND

The Engineering Department opened bids on October 22, 2020 for the Downtown Brick Paver Replacement project. The project includes rehabilitation of portions of the downtown streets by removing, reworking the base materials, and replacing approximately 1,000 square yards of the downtown brick pavers along 15th Street between the DART light rail crossing and K Avenue, and at the intersections of Municipal and 15th Street and 14th Street and K Avenue.
 
The proposal that provides the best value to the City is from Lisle, Inc., in the amount of $288,488. There were a total of 1133 vendors notified of this project; One (1) bidder did not provide the required proposal documents and was deemed non-responsive; Three (3) complete proposals were received for the project as shown in the attached CSP recap.
 
If this project is not awarded, the surface of downtown brick pavers at these locations will continue to deteriorate leading to increased future maintenance costs, a reduction in the quality of life for motorists and pedestrians in the downtown district, and potential lost revenues for local businesses. 

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2020-21 TIF 2-East Side budget.  The rehabilitation of portions of downtown streets, including replacing brick pavers, in the total estimated amount of $288,488, will leave an unencumbered balance of $1,278,265 for future TIF 2 project expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factors of being an Excellent, Innovative, and Accountable City Government with Multi-Modal Transportation and Mobility Solutions.
