Staff is proposing a Substantial Amendment to the 2019-2020 Action Plan to respond to the COVID-19 Pandemic. This Substantial Amendment serves to allocate additional CDBG-Coronavirus (CDBG-CV) funding made available under the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). These funds will be used to prevent the spread of COVID-19 and respond to its impact through homeless housing assistance and homelessness prevention.
The City’s Citizen Participation Plan (CPP), describes changes that require the approval of a substantial amendment, in accordance with HUD regulations. The proposed Substantial Amendment to the 2019-2020 Action Plan is required because the proposed funding adjustments exceed 25% of the approved budget for Homelessness Prevention and Homeless Housing Assistance.
On March 14, 2021, a public hearing and comment period notice was placed in the Plano Star Courier to inform citizens of the proposed changes. A public hearing is being held on Monday, March 22, 2021 during the City Council meeting. All comments received from the public by March 22, 2021 will be included in the submission to HUD.
