Public Safety Communications (PSC) proposes purchasing Emergency Services Internet Protocol (ESInet) network services from AT&T through contract DIR-TEX-AN-NG-CTSA-005.
PSC, TS, Purchasing and the PMO team held informational sessions with two vendors, Motorola and AT&T, which allowed for question and answer sessions to obtain information to determine which vendor could provide a solution that offers the best value to the City. As a result of these sessions, internal meetings were held, and the teams recommendation was made to obtain pricing from AT&T through the DIR contract. After a thorough pricing review, PSC is recommending award to AT&T through contract DIR-TEX-AN-NG-CTSA-005.
The City Of Plano’s current 9-1-1 network resides on outdated trunk technology. It can only receive voice, short message service (SMS), and telecommunication device for the deaf (TDD) calls. The City of Plano will be moving to a solution that will facilitate a transition from the legacy 9-1-1 network to networks capable of supporting the growing demands of a mobile society. This platform will be able to support multimedia emergency requests for services as they come on line and will allow for better interoperability with other local, state, and national 9-1-1 centers.
The contract will be a five year contract with monthly recurring charges totaling $437,707.44 annually. Non-recurring charges for virtual private network construction will be incurred in the amount of $11,200 during the first year bringing the first year cost to $448,907.44. The anticipated total five year contract amount will be $2,199,737.20. Due to our request for 9-1-1 diversity for our fiber circuits to provide 100% separation of the circuits there may be construction costs above and beyond the monthly recurring costs to get that completed. If these costs exceed $50,000, it will be submitted to Council for approval.
If the purchase of this critical infrastructure is not approved, the City Of Plano will continue to operate on the outdated trunk system, with less interoperability and the inability to receive multi-media emergency requests.
The City is authorized to purchase from the State Contract list pursuant to Chapter 271 Subchapter D of the Texas Local Government Code and by doing so satisfies any State Law requiring local governments to seek competitive bids for items.
