| | | | | | | | ITEM SUMMARY Ordinance No. 2021-4-4: To transfer the sum of $500,000 from the General Fund Unappropriated fund balance to the General Fund Operating Appropriation for fiscal year 2020-21 for the purpose of providing funding for personnel expenditures related to the over-hiring of an additional ten (10) Police Officers, amending the Budget of the City adopted by Ordinance No. 2020-9-4, specifically Section 1, Item “A”, to reflect the actions taken herein; declaring this action to be a case of public necessity; and providing an effective date. | | | | | | | | PREVIOUS ACTION/PRESENTATION On September 14, 2020, City Council adopted the Operating Budget Ordinance for the 2020-21 fiscal year, which included appropriations for the General Fund of $276,760,496. |
| | | | | | | | BACKGROUND Supplemental appropriations have been approved in the past on an as-needed basis by the City Council to address funding requirements that were not identified within previously adopted budgets and that would not be prudent to delay to the next fiscal year.
This agenda item would amend the current General Fund (Fund 01) operating appropriation for the current year by granting an additional expenditure capacity of $500,000 that would otherwise be held within the fund balance of the General Fund (Fund 01). This total amount of funding, $500,000, is necessary to provide sufficient staffing levels in the Police Department due to increasing separations and the length of time required to hire and train recruits. This funding was not planned when the current budget was adopted.

| | | | | | | | FINANCIAL SUMMARY/STRATEGIC GOALS This is the first supplemental appropriation for the FY 2020-21 General Fund (Fund 01) Budget, totaling $500,000. A companion item, amending the Civil Service compensation plan for the Police Department, constitutes a separate agenda item on the April 6 City Council Meeting agenda.
Approving additional General Fund (Fund 01) appropriations for the 2020-21 fiscal year for the purpose of over-hiring additional police officers relates to the City’s Strategic Plan Critical Success Factor of Excellent, Innovative, and Accountable City Government. |
