On December 3, 2020 the Engineering Department received notification from TxDOT on an “Urgent” finding and an update to Bridge Inspection Report 18-043-CO27-95-005 for the existing box culvert crossing Parker Road along Pittman Creek. The presented report stated that damage to the middle barrel of the existing three box culverts was excessive, and repair was necessary. An “urgent” finding recommends addressing the issue within 6 months. Plano immediately tasked the design engineer with providing a design to repair the damaged box culvert.
It was verified that the repair was urgent and presents potential failure of the pavement on Parker Road at this location. This situation requires emergency action and is exempt from the competitive bid process as allowed by Texas Local Government Code Chapter 252 Sub Chapter B Section 252.022(a)(2)(3):
Sec. 252.022. GENERAL EXEMPTIONS
(2) a procurement necessary to preserve or protect the public health or safety of the municipality’s residents;
(3) a procurement necessary because of unforeseen damage to public machinery, equipment, or other property
The Engineering Department accepted bids on April 8, 2021 for the Bridge Repairs Phase III - Repair at Parker Rd & Pittman Creek project. The project includes the removal and replacement of concrete street paving and the repair of the box culverts in Pittman Creek crossing underneath Parker Road.
The lowest responsive and responsible bid was submitted by Gibson & Associates, Inc., in the amount of $109,600. There were a total of 3 vendors notified of this project. 2 complete bids were received for the project as shown in the attached bid recap.
Work has already begun on the repairs, and staff is requesting to ratify this expenditure.
