RECOMMENDED ACTION:Adoption of Ordinances

ITEM SUMMARY

Ordinance No. 2021-5-8: To amend Section 12-73.1(d), Same – Specific zones, of Article IV, Speed, Chapter 12, Motor Vehicles and Traffic, of the Code of Ordinances of the City of Plano, Texas to enact school zones for summer school sessions within the city limits of the City of Plano; and providing a penalty clause, a repealer clause, a severability clause, a savings clause, a publication clause, and an effective date. Adopted with amendment

BACKGROUND

The Plano Independent School District (PISD) and the Frisco Independent School District (FISD) have requested the implementation of 13 school speed zones adjacent to the following 5 school campuses selected to remain open for the in-person summer school sessions:

·         Brinker Elementary (PISD)

·         Christie Elementary (PISD)

·         Dooley Elementary (PISD)

·         Wilson Middle (PISD)

·         Anderson Elementary (FISD)

The summer school schedules are as follows:

·         PISD Elementary – June 7, 2021 through June 30,

·         PISD Middle – June 7, 2021 through July 1, 2021

·         FISD Elementary – May 24, 2021 through June 10, 2021

Because summer school sessions operate during different calendars and operating times than the regular school year, the City Council adopted Section 12-73.1 Same – Specific Zones – Summer School on April 27, 2009. This section of city ordinances is school and zone specific, and requires annual updates as the school districts select schools and dates for the summer school session. The Transportation Engineering Division supports the adoption of this ordinance amending Section 12-73.1(d) for the 2019 summer school session. By City Council approval of this ordinance the school zone signs for each affected school will be modified.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2020-21 Signals and Signs/Markings budgets. This item is modifying existing school zones to accommodate summer school sessions. The anticipated total cost of this item is $17,125. The revenue collected from traffic fines is indeterminable.

Approval of this agenda item supports the City's Strategic Plan Critical Success Factor of Safe, Vibrant Neighborhoods.
