| | | | | | | | BACKGROUND The Engineering Department opened bids on April 8, 2021, for Collin Creek Culvert Improvements, Project No. 6804.1. The project includes rehabilitation of the three (3) existing 35’ x 16’ corrugated metal arches, by means of reinforcement using a 14” Shotcrete liner and concrete footing improvements. The project is located under the Collin Creek Mall tract along Spring Creek. The project scope generally consists of a 14” thick Shotcrete liner, footing strengthening, small diameter pipe connections, large diameter pipe connections, 48” diameter Class IV RCP, 6’ x 6’ precast storm manhole, traffic control, erosion control, health and safety plan, care of water plan, mobilization, project clean up, and other miscellaneous work necessary to complete the project.
The lowest responsive, responsible bid was submitted by Ragle, Inc. in the amount of $22,980,671. There were a total of 770 vendors notified of this project. Eight (8) complete bids were received for the project as shown in the attached bid recap.
If this project is not awarded, the adjacent redevelopment efforts at the Collin Creek Mall will have to be limited to reduce possible impacts to the existing drainage infrastructure at this location. The drainage infrastructure will continue to deteriorate leading to increased future maintenance costs and a reduction in quality of life for residents as well as lost tax revenue related to the reduction in redevelopment efforts.

| | | | | | | | FINANCIAL SUMMARY/STRATEGIC GOALS Funding for this item is available in the 2020-21 Municipal Drainage CIP and is planned for 2021-22, as well. Construction services for the Collin Creek Culvert Improvements project, in the total estimated amount of $22,980,671, will leave a current year balance of $6,328,475 for future project expenditures.
Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government. |
