To approve the purchase of twenty (20) PVS-14 System Night Visions and Accessories for Police Department in the estimated amount of $75,625 from Night Vision Devices through an existing contract; and authorizing the City Manager to execute all necessary documents. (North Texas Share Contract #NCT-2017-34) Approved

It is the recommendation of Plano Police Department (PPD) to purchase twenty (20) PVS-14 System Night Visions and Accessories from Night Vision Devices (NVD) through the North Texas Share Contract# NCT-2017-34.

The funding for this purchase is through the Urban Areas Security Initiative (UASI) Grant and the 2018 Edward Byrne Justice Assistance Grant. These grants provide the funds to purchase 20 PVS-14 System Night Visions (NV) and Accessories. With the grant funds, the Plano Police Department is wanting to purchase twenty (20) NV PVS-14 white phosphor unfilmed monoculars with accessories to allow every member of the SWAT team to have NV capabilities. This equipment will fill a gap in night time and low light operations and enhance safety and effectiveness for the department and community.

If not approved, the Police Department’s SWAT team will continue to use night vision equipment that was purchased in 2005, and would lose the grant funding.  Currently the SWAT team is limited to five (5) low quality night vision monoculars due to age and outdated technology.

Funding for this item is available in the 2018 JAG Grant and the 2019 UASI Grant.  The purchase of twenty (20) Night Vision Monoculars and accessories, in the total estimated amount of $75,625, would provide all members of the Special Weapons and Tactics (SWAT) team to have night vision equipment.
