ITEM SUMMARY

Resolution No. 2021-5-13(R): To authorize the filing of a grant application for regional funds in an amount not to exceed $125,000 for a Source Reduction and Recycling Technical Study related to Food Waste Diversion through the North Central Texas Council of Governments as part of a Regional Collaborative Project; designating the Director of Public Works or his authorized designee as authorized representative of the City of Plano for the purpose of giving required assurances, acting in connection with said application, and providing required information; and declaring an effective date. Adopted

BACKGROUND

The North Texas Municipal Water District (NTMWD) Solid Waste System consists of the cities of Allen, Frisco, McKinney, Plano, and Richardson and accounts for approximately 900,000 residents.

 

In 2017, a national goal of 50% recycling by 2030 was established.  Food waste diversion programs are integral components in meeting this goal. The City of Plano’s Commercial Waste and Recycling Division has reviewed food waste diversion issues and have determined a food waste depackaging operation would improve food waste diversion efforts. 

 

The proposed technical study will evaluate the financial and environmental impacts of a regional food waste diversion program and will provide information necessary to move forward with food waste diversion programs.

FINANCIAL SUMMARY/STRATEGIC GOALS

The NCTCOG Regional Collaborative Grant - Technical Study has an estimated project cost of $125,000 in FY 2022-23. There will be no matching funds required from the City. Entities selected to receive grant funding will be required to execute an interlocal agreement with NCTCOG in order to receive grant funding. Grant funding will be made on a reimbursement basis for eligible expenses incurred and paid by the grant recipient.   

 

Approval of this agenda item supports the City's Strategic Plan Critical Success Factor of Excellent, Innovative, and Accountable City Government.
