ITEM SUMMARY

RFB No. 2021-0307-B for Wyngate Boulevard Paving and Water Reconstruction, Project No. 7241, for the Engineering Department to Quality Excavation, LLC in the amount of $1,393,358; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

The Engineering Department opened bids on April 29, 2021 for the Wyngate Boulevard Paving and Water Reconstruction project. The project includes pavement and water line replacement along Wyngate Boulevard from Wynwood Drive to Wynview Drive.  The project includes the removal and replacement of approximately 1,500 linear feet of full-width collector street pavement, sidewalk, driveways, barrier free ramps, and 1,500 linear feet of water line replacement.

The lowest responsive and responsible bid was submitted by Quality Excavation, LLC, in the amount of $1,393,358.  There were a total of 1,315 vendors notified of this project, 15 complete bids were received for the project as shown in the attached bid recap. One alternate was proposed to be added to the project as follows:

 

Alternate 1: Furnish and Install embankment material, lime treated subgrade, commercial slurry lime and unclassified excavation.

 

Total cost of Alternate 1 is $79,347.00, with the overall total bid amount of $1,393,358.

 

If this project is not awarded, the result is continued deterioration of the existing pavement along Wyngate Boulevard and continued deterioration of the existing antiquated water line, resulting in increased maintenance costs for the City and a negative impact on the quality of life in this neighborhood.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2020-21 Street Improvements CIP and Water CIP and is planned for 2021-22 in both funds, as well.  Construction services for the Wyngate Blvd. Paving & Water Reconstruction project, in the total estimated amount of $1,393,358, will leave a current year balance of $299,778 for future project expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
