ITEM SUMMARY

To approve an expenditure for engineering professional services for 10th Street Paving and Waterline Reconstruction, Project No. 7343, in the amount of $441,080 from Garver, LLC for the Engineering Department; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

The Engineering Department recommends approval of an expenditure in the amount of $441,080 for engineering professional design services from Garver, LLC for the 10th Street Paving and Waterline Improvements Project No. 7343. This project includes  preliminary design, final design, and construction related engineering services for the reconstruction of street pavement (full width), sidewalk, driveway pavement, and barrier free ramps on 10th Street from N Avenue to Jupiter Road. The project also includes water line replacement from N Avenue to Placid Avenue and analysis of storm drainage with updated Atlas intensities for 100-year flood event within the above-mentioned street limits.

Garver, LLC was deemed most qualified based on their Statement of Qualifications submission for RFQ No. 2019-0396-X.

 

The benefit of this project includes replacing deteriorating pavement and aging water line infrastructure to reduce maintenance costs and enhance the quality of life for businesses located on 10th Street and in this localized industrial area of the City.

 

Not approving the expenditure would result in continued deterioration of existing street pavement, sidewalks, and antiquated water lines. Undersized drainage systems may result in localized flooding along the 10th Street right-of-way and surrounding businesses. All of these continued conditions will result in increased maintenance costs in the future, and a reduction of the quality of service to businesses located on this street and the adjacent streets.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2020-21 Street Improvements CIP and is planned for future years, as well.  Professional design services for the 10th Street Paving and Waterline Improvements project, in the total estimated amount of $441,080, will leave a current year balance of $428,000 for future project expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
