| | | | | | | | BACKGROUND The existing park was first built in 1985; the playground updated in 1999. The playground equipment, connecting trails and lighting surrounding the playground have reached their safe life expectancy and are no longer compliant with contemporary accessible and safety codes. Modifications to these assets trigger full compliance with current accessibility and safety codes which translates into a need for full replacement.
The Parks and Recreation Department opened bids on April 8, 2021 for the Russell Creek Playground and Park Renovation project. The lowest responsive and responsible bid was submitted by L.J. Design & Contracting, LLC in the amount of $1,423,978. There were a total of 1,258 vendors reached from IonWave for this project; 10 complete bids were received for the project as shown in the attached bid recap.
There are several benefits to this renovation project. The assets within the playground area will be brought up to current accessibility and safety codes. The replacement of irrigation and lighting systems within the playground area will be more efficient in their usage of water and electricity, respectively. If the project does not proceed, there are several adverse effects. The aging play equipment, which is beyond its lifecycle, cannot be maintained to manufacturer safety standards and may necessitate removal from the park without replacement. Park features within the playground area that are currently non-compliant with ADA standards like walkways, would remain so.

| | | | | | | | FINANCIAL SUMMARY/STRATEGIC GOALS Funding for this item is available in the 2020-21 Park Improvements CIP and Capital Maintenance Fund and is planned for both funds in 2021-22, as well. Construction services for the Russell Creek Playground and Park Renovation project, in the total estimated amount of $1,423,978, will leave a current year balance of $2,129,555 for future expenditures related to community parks.
