Resolution No. 2021-6-8(R): To authorize submittal of an application for the Collin Creek Mall Redevelopment project to Collin County for the Parks and Open Space Matching Grant Program; certifying that the City’s matching share is readily available; and designating the Director of Parks and Recreation as the project official and representative and providing an effective date. Adopted

The City of Plano intends to apply for funding through the 2021 Parks and Open Space Matching Grant program with Collin County. The program provides reimbursement grants for parks and open space projects within the County to support park land acquisition, park development and park trail construction projects.

An application will be made seeking funding towards park land acquisition in association with the Collin Creek Mall Redevelopment project. This item authorizes the City of Plano to file an application with Collin County for the Parks and Open Space Matching Grant Program fund. If approved, the City may be awarded an amount not to exceed $2,000,000.

Acquisition of several park land parcels has been approved through the Collin Creek Funding Agreement dated December 15, 2020. The acquisition will provide the community with linear and neighborhood park land within the proposed redevelopment area by Centurion America. The park land will be accessible through both existing and proposed trail connections from Chisolm Trail. The proposed neighborhood and linear park and trail access are a part of the City of Plano Parks, Recreation, Trails and Open Space Master Plan, adopted October 8, 2018. 

If the Resolution is not approved, the City will not be eligible to apply in the 2021 Parks and Open Space Matching Grant program.

This item has no financial impact.  If the City of Plano's application to the 2021 Collin County Parks and Open Space Matching Grant Program for the Collin Creek Mall Redevelopment land acquisition is successful, a future item will be presented to accept the program's terms and award amount.
