ITEM SUMMARY

RFB No. 2021-0341-B for Preston Ridge Trail Connector, Project No. 6173, for the Parks & Recreation Department to 2L Construction, LLC in the amount of $510,764; and authorizing the City Manager to execute all necessary documents. Approved

PREVIOUS ACTION/PRESENTATION

In November 2019, Council approved the required Interlocal Agreement between Plano and North Texas Tollway Authority (NTTA) to construct a portion of the forthcoming Preston Ridge Trail Connector project on NTTA property. In May 2020, Council approved a resolution certifying the City of Plano’s eligibility to receive financial assistance for the construction of the Preston Ridge Trail Connector under the Collin County Parks and Open Space Project Funding Assistance Program. The Parks and Recreation Department was awarded $200,000 in funding under the program in October 2020. In February 2021, Council approved the required Interlocal Agreement between Plano and the City of Dallas to construct a portion of the forthcoming Preston Ridge Trail Connector project within Dallas city limits.

BACKGROUND

The Parks and Recreation Department opened bids on May 6, 2021 for the Preston Ridge Trail Connector project. 

Located adjacent to President George Bush Turnpike (PGBT), the project addresses some of the current gap within the Preston Ridge Trail linear park by extending the existing trail south of PGBT in Dallas on Ohio Drive to Plano’s bike route network on Tradition Trail to the north. Tradition Trail (Bike Route 47) is a bike-friendly, two-lane collector street that will bridge the trail project to the Eldorado Park neighborhood, which comprises the trailhead to Plano’s 6.2-mile portion and the remainder of Preston Ridge Trail that extends north to Frisco.

A major trail route for Plano residents, this trail connection is crucial to the continuity of Preston Ridge Trail into Plano as well as the regional connectivity of southwest Collin County as shown in the 2012 Collin County Regional Trails Master Plan. The trail is part of the Collin County Regional Trails Master Plan and the North Central Texas Council of Governments Mobility 2040 Regional Veloweb. If this project is not awarded, the existing gap within Preston Ridge Trail would remain and no regional trail connections into Dallas would be made. Also, the $200,000 award from Collin County for the project would be forfeited.

SELECTION PROCESS
The lowest responsive and responsible bid was submitted by 2L Construction, LLC in the amount of $510,764.00. There were a total of 805 vendors notified of this project. 9 complete bids were received for the project as shown in the attached bid recap.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2020-21 Park Improvements CIP.  Construction of the Preston Ridge Trail Connector project, in the total estimated amount of $510,764, will leave a current year balance of $2,166,045 for future expenditures related to recreational trails.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
