Plano Fire-Rescue recommends approving the purchase of sixteen (16) LUCAS chest compression devices.

Plano Fire-Rescue uses the Stryker LUCAS chest compression device for mechanical cardiopulmonary resuscitation.  We have identified sixteen (16) units that have exceeded their 5-year recommended service life.  Plano Fire-Rescue is seeking approval to purchase sixteen (16) replacement LUCAS chest compression devices.  Stryker is the sole source vendor for the LUCAS chest compression device.

The estimated amount for this expenditure is $281,477.  Funding is available in the Fire Equipment Replacement Fund.

Failure to award the purchase will result in Plano Fire-Rescue’s use of chest compression devices that have exceeded their 5-year recommended service life.  These units will need to be replaced at a later date.

The City is exempt from the competitive bid process for this purchase as allowed by Texas Local Government Code Chapter 252 Subchapter B Section 252.022(a)(7)(A). (City of Plano Internal Contract No. 2021-0411-X).

Funding for this item is available in the 2020-21 Fire Equipment Replacement Fund.  Approval of the purchase of sixteen (16) replacement LUCAS chest compression devices, in the total estimated amount of $281,477, will leave a current year balance of $726,947 for future replacement equipment purchases.

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
