The Engineering Department recommends approval of an expenditure in the amount of $368,289 for a new Traffic Management Center (TMC) Audiovisual System from Audio Visual Innovations (AVI). This project includes the procurement and installation of a video wall and management system as well as the integration of this system into Plano’s computer network.
In response to the Request for Proposal (RFP) for a Traffic Management Center Audiovisual System, the Evaluation Committee (consisting of representatives from the Engineering and Technology Services Departments), reviewed and evaluated five (5) companies and shortlisted three (3) for presentations. After conducting presentations, it was determined Audio Visual Innovations (AVI) solution offered the best overall value to the City. As added value, it was concluded service plans would be included for on-going support after system installation.
This project is the centerpiece of Plano’s traffic management transformation. This traffic management transformation will allow the Transportation Engineering Division to: a) monitor and troubleshoot system health and operations more extensively; b) respond quicker to incidents and provide relevant information to first responders, Public Works staff, and the public; c) better manage an expanded video monitor system, a new scooter share monitoring system, a new School Zone Flasher system, a new emergency Vehicle Preemption System, and future traffic management system upgrades; and d) allow TMC staff to develop, implement, and fine-tune coordinated timing plans from the TMC.
If the City of Plano does not award this contract, TMC operations will continue to provide less than desirable response times and future traffic management transformation plans will be in jeopardy.
