RECOMMENDED ACTION:Approval of Expenditure

ITEM SUMMARY

To approve an expenditure for landscape architect professional services for Caddo Park Renovation Construction Documents, Project No. 7220.1, in the amount of $149,955 from Dunaway Associates, LLC for the Parks and Recreation Department; and authorizing the City Manager to execute all necessary documents. Approved

PREVIOUS ACTION/PRESENTATION

Council reviewed and approved the Caddo Park Renovation as a proposed 2019 Bond project.  Council awarded Dunaway Associates, LLC. a professional services contract for the project Master Plan study in May 2020. This project included community input, site evaluation and analysis, hydrologic and hydraulic analysis, opinion of probable costs and design direction and scope for a park and playground renovation.  The site and playground present multiple constraints due to age, regulatory requirements, adjacent land uses and floodplain.

BACKGROUND

The project will provide construction documents and services for the replacement of the existing playground and renovation of the existing pavilion. The playground and pavilion contain aging equipment and infrastructure that has outlived its maintenance lifespan.  New trails, lighting, irrigation and landscape will be included as part of the renovation in the park.  The existing playground is adjacent to Pittman Creek and routinely floods in rain events creating major maintenance issues.  This project will provide for a new location, elevation and access for the playground.  

 

The Parks and Recreation Department recommends approval of an expenditure in the amount of $149,955 for professional services from Dunaway Associates, LLC for the Caddo Park Renovation Construction Documents project. Dunaway, LLC, was deemed most qualified based on their previous services for the project and Statement of Qualifications submission for RFQ No. 2019-0248-X.  The contract fee is $149,955 which includes design development, construction documents, bid phase services, surveying and replatting services, site plan submission; civil, electrical, and hydraulic engineering; floodplain analysis and permitting.  

 

The benefit of this project includes design documents and services necessary to design new trails, lighting, irrigation and landscape; the renovations to the existing pavilion and replacement of the existing playground. The playground will be designed to accommodate the floodplain and accessibility requirements.  Not approving the expenditure would result in not moving forward the renovation of Caddo Park.  If the project is delayed, given the age and condition of the existing playground and pavilion, additional maintenance costs and effort will be required to continue to operate Caddo Park.  Caddo Park will still need to be renovated in the near future at a greater cost if the project does not proceed.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2020-21 Park Improvements CIP and is planned for 2021-22, as well.  Professional Services for the Caddo Park Renovation project, in the total estimated amount of $149,955, will leave a current year balance of $433,474 for future neighborhood park expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
