ITEM SUMMARY

RFP No. 2021-0125-AC for a one (1) year contract with four (4) one-year automatic renewals for Water and Wastewater Pumping Equipment Repair and Maintenance for Public Works Department to Legacy Contracting LP dba Control Specialist Services, LP in the annual amount of $500,000; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

The Public Works Department has reviewed the proposal received for the City of Plano RFP No. 2021-0125-AC. Public Works Staff recommends the award to Legacy Contracting LP dba Control Specialist Services, LP, who provides the best value to the City of Plano for the proposed contract in the amount of $500,000.  This will be a (1) year contract with four (4)  one-year automatic renewals.

 

The three-member evaluation team was all from the Public Works Department.

 

The City received one (1) proposal and five (5) no-bids.  The proposal received was evaluated by the  evaluation team based on the following criteria. 

1.    Cost                                                                        40%

2.    Work History and Experience                                 30%

3.    Staff Qualifications                                                  30%

4.    Site Visit Attendance                                               Pass/Fail

 

Legacy Contracting LP dba Control Specialist Services, LP, has provided critical support services for pumping equipment repair and maintenance to the City of Plano for many years.  In addition to providing routine maintenance services, their staff is on call 24/7 to assist City staff with repairing significant equipment failures in situations such as winter storm Uri in February 2021. 

 

If this contract is not awarded, the ability of the Public Works Department to provide water and wastewater services to its customers will be impacted.  Equipment including pumps and motors will not be repaired when needed and will not be available to meet customer demands.  Water shortages and sanitary sewer overflows may occur.

 

The funding for this contract is coming from the Capital Maintenance Fund (55003).

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is planned in the Capital Maintenance Fund for each year of the term of the contract.  The total estimated expenditure for the Water and Wastewater Pumping Equipment Repair and Maintenance contract, with a term of one (1) year with four (4) optional one-year renewals, is $2,500,000 if all optional renewals are exercised.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
