ITEM SUMMARY

RFB No. 2021-0349-AC for a one (1) year contract with four (4) automatic one-year renewals for Topsoil and Sand for Public Works Department to CJA Enterprises LLP in the estimated annual contract amount of $151,840; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

The Public Works Department recommends approval of award for the supply of topsoil and sand to CJA Enterprises, LLP, the overall lowest responsive, responsible bidder, in the estimated annual contract amount of $151,840.

 

The above referenced bid is to provide topsoil and sand for use in Texas Pure Products’ bagged and bulk products. The topsoil and sand is utilized in the organic blended planting mixes offered for sale to the residential and commercial markets as a revenue source for the City of Plano.

 

Bids were solicited using a request for bid (RFB) for the supply of topsoil and sand, which will be blended with different types of compost at the City’s compost manufacturing site in Melissa, Texas.  We received four (4) bids for topsoil and sand, and one (1) bid for sand only. 

 

Impact of not awarding this bid would force purchases of soil on an “as needed” basis from area vendors at an elevated price point. Should soil not be available deliveries could not be made - impact to customer service. Additional impact to revenues and client retention would result. 

FINANCIAL SUMMARY/STRATEGIC GOALS

Approval of this item will provide topsoil and sand for the City of Plano’s Compost Marketing & Operations. The term for this contract is one (1) year with four (4) automatic one-year renewals. Expenditures will be made within Council approved appropriations for each year of the contract. The estimated total amount to be spent, if all renewals are used, is $759,200 (or $151,840 per year for FY 2021-22 through FY 2025-26).

 

Approval of this agenda item supports the City's Strategic Plan Critical Success Factor of Excellent, Innovative, and Accountable City Government.
