| | | | | | | | ITEM SUMMARY To approve an Agreement by and between the Regional Transportation Council (RTC), acting in its capacity as policy body for the Metropolitan Planning Organization (MPO), and City of Plano, outlining the roles and responsibilities with respect to Transportation Development Credits (TDC) awarded for the projects; and authorizing the City Manager to execute all necessary documents. | | | | | | | | BACKGROUND In April 2021, the Regional Transportation Council (RTC) awarded Plano’s Breckinridge Trail Extension project in its fourth round of the COVID-19 #00X Infrastructure Program. RTC’s award comprises a total of $4.2 million towards the design and construction of the Breckinridge Trail Extension project at an 80/20 split with the City of Plano. The City plans to use TDCs to cover its required local match of the award.
This agenda item facilitates the City’s ability to utilize a total of $840,000 in TDCs as its required local match for use on transportation projects where the City of Plano was previously awarded federal funds. Per the Texas Administrative Code, agencies receiving TDC’s from a Metropolitan Planning Organization (MPO) for a project must enter into an agreement with that MPO to properly outline the terms of use of the TDC’s. This agreement is separate from the standard Local Project Advance Funding Agreement (LPAFA) that is to be executed with TxDOT.
