ITEM SUMMARY

RFB No. 2021-0409-B for Commerce Drive Reconstruction - 15th Street to Plano Parkway, Project No. 7141, for the Engineering Department to Sister's Asphalt, Inc. dba SAI Construction in the amount of $2,941,889; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

The Engineering Department opened bids on July 1, 2021 for the Commerce Drive Reconstruction – 15th Street to Plano Parkway project. The project includes pavement and water line replacement along Commerce Drive. The project includes the full reconstruction of approximately 2,400 linear feet of full-width collector street pavement, sidewalk, driveways, barrier free ramps, additional storm sewer improvements and 2,700 linear feet of 12” water line replacement.

 

The lowest responsive and responsible bid was submitted by Sister’s Asphalt, Inc., dba SAI Construction, in the amount of $2,941,889.00. There were a total of 1,394 vendors notified of this project. 14 complete bids were received for the project as shown in the attached bid recap.

 

If this project is not awarded, the result is continued deterioration of the existing pavement and the existing antiquated water line along Commerce Street, resulting in increased maintenance costs for the City and a negative impact on the quality of life for surrounding businesses and motorists.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2020-21 Street Improvements CIP and Water CIP and is planned in 2021-22 for both funds, as well.  Pavement and water line replacement for the Commerce Drive Reconstruction - 15h Street to Plano Parkway project, in the total estimated amount of $2,941,889, will leave a current balance of $45,000 for future project expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
