Through a two-step Request for Qualifications process (RFQ 2020-0316-B), the City received qualifications from seventeen (17) firms for the subject project on May 27, 2020. The Evaluation Team consisted of Libraries and Facilities Division staff.
The Team requested the four top-scoring firms submit proposals for pre-construction services and fees for managing construction of the project. The firms were asked to describe their pre-construction and construction approaches for the project and for detailed breakout of the general conditions and requirements for their last five accepted GMPs. The Team also requested the firms describe their experience with Building Information Modeling and provide a budgetary estimate and preliminary schedule giving attention to strategies for both closing the library and keeping it open.
Based on their proposed project team, project approach and interview, City staff selected Lee Lewis Construction, Inc. as Construction Manager at Risk (CMAR) for the subject project and entered into a pre-construction services agreement on September 17, 2020.
During the pre-construction period Lee Lewis Construction, Inc., working with the Consultant/Architect (PGAL, Inc.) and City staff, developed a Guaranteed Maximum Price (GMP) for management and construction of the Harrington Library Expansion & Renovation, providing extensive constructability feedback and several construction cost estimates as part of the design team. Lee Lewis Construction, Inc. also provided several value management and construction options to bring the project within budget.
Harrington Library is a very important library to the neighborhood it serves in the Plano Public Libraries system and requires additional space for programming and study to meet the changing needs of its patrons. Citizens approved the 2017 Bond Referendum to expand and renovate the facility while addressing previously identified ADA compliance issues. During the design process, a combination of expansions and renovations were developed to best support the programming the library needs to support the neighborhood it serves.
If this agenda item is not approved, Harrington Library will continue to be limited in its ability to provide adequate programming, the ADA compliance issues will not be addressed yet, and the citizen approved bond project will not be completed.
Staff and the design consultant have reviewed and recommend acceptance and approval of the GMP in the amount of $5,385,205 for the subject work. Furniture and fixtures will be funded separately as more cost effective for the City and are included within the overall project budget.
The City intends to enter into a construction contract with Lee Lewis Construction, Inc. for the construction of the Harrington Library Expansion & Renovation.
