Staff is proposing a Substantial Amendment to the City’s 2015-2019 Consolidated Plan and 2019-2020 Action Plan to respond to the COVID-19 Pandemic. Funds allocated in response to the COVID-19 Pandemic were initially programmed during the City's 2015-2019 Consolidated Plan and 2019-2020 Action Plan; therefore, any changes to such funds must be made to the initial allocated program year. This Substantial Amendment serves to reprogram existing Community Development Block Grant (CDBG) and CDBG-Coronavirus (CDBG-CV) funds made available under the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). These funds will be reallocated to prevent the spread of COVID-19 and respond to its impact through homeless housing assistance.
The City’s Citizen Participation Plan (CPP), describes changes that require the approval of a substantial amendment, in accordance with HUD regulations. The proposed Substantial Amendment to the 2015-2019 Consolidated Plan is required because the goals are modified to include Rapid Rehousing for people experiencing homelessness and Small Business Economic Development. The proposed Substantial Amendment to the 2019-2020 Action Plan is required because the proposed funding adjustments exceed 25% of the approved budget for Homeless Housing Assistance.
On August 15, 2021, a public hearing and comment period notice was placed in the Plano Star Courier to inform citizens of the proposed changes. A public hearing is being held on Monday, August 23, 2021 during the City Council meeting. All comments received from the public by August 23, 2021 will be included in the submission to HUD.
