ITEM SUMMARY

Ordinance No. 2021-9-5: To amend Article V. Stopping, Standing and Parking of Chapter 12 of the Code of Ordinances of the City of Plano, Texas to add Section 12-121 Long-Term Parking on City Streets and Alleys to establish regulations that align with Texas Transportation Code Chapter 683; repealing and replacing Article VIII. Abandoned and Junked Vehicles of Chapter 12 of the Code of Ordinances of the City of Plano, Texas to be consistent with state law; and providing a repealer clause, a severability clause, a savings clause, a penalty clause, a publication clause, and an effective date. Adopted

BACKGROUND

This ordinance amends our current ordinance as it relates to long-term parking on city streets, and abandoned and junked vehicles.  This ordinance amends article V (Stopping, Standing, and Parking) to add an offense for long-term parking on city streets and alleys making it unlawful for any person to stop, stand, park or allow a motor vehicle under his or her ownership, care, custody or control to remain on a city street or alley in excess of 15 consecutive, calendar days without being operated and moved at least 100 feet during such period.   This ordinance also repeals and replaces Article VIII (Abandoned and Junked Vehicles) so that our definitions, offenses and procedures regarding abandoned and junked vehicles are consistent with state law.
