To approve an Interlocal Agreement by and between the City of Plano, Texas and Dallas College in the annual amount of $40,000 for providing education services for the Human Resources Department; and authorizing the City Manager to execute all necessary documents. Approved

This memorandum is a recommendation to award Dallas College the City interlocal agreement (ILA) for professional services and development of city employees. Dallas College (previously Dallas County Community College) has been in an ILA with the City of Plano since 2009. The scope of services provided by Dallas College includes professional development training for employees in the areas of leadership, communication, management, and desktop publishing.

As the training section of Human Resources revamps the current training programs, we would like the ability to add programs developed in conjunction with Dallas College.

Staff recommends City Council approve this ILA according to Chapter 791 of the Local Government Code requiring authorization by the governing body regardless of the dollar amount.

Failure to approve this recommendation would directly impact our ‘Develop’ Tenant of the City’s Talent Management Program in that we would lose a valuable professional development resource for our employee population with facilitators who are familiar with the culture of our organization. Dallas College is well-respected as a credible source for training and development.   

Approval of this item will provide for City of Plano employee training. The term for this contract is one (1) year with three (3) automatic one-year renewals. Expenditures will be made within the approved budget appropriations for each year of the contract. The estimated total amount to be spent, if all renewals are used, is $160,000 (or $40,000 per year for FY 2021-22 through FY 2024-25).

Approval of this interlocal agreement relates to the City's Strategic Plan Critical Success Factor of Excellent, Innovative and Accountable City Government.
