It is the recommendation of Fleet Services to purchase one (1) Mohawk 99,000 lb. x 42’ Vertical Rise Drive-on Lift, one (1) Mohawk 50,000 lb. x 25’ Four Post Truck Lift, and one (1) Hunter Model TCX635 Heavy Duty Tire Changer in the amount of $304,361 from Mohawk Lifts LLC through Sourcewell Contract No. 013020-MRL. Fleet Services and Purchasing have reviewed multiple Cooperative Contract quotes and found this to be the best value for the City.
The Vertical Rise Drive-on Lift is an unforeseen, unscheduled replacement for unit 17511 Shop Equipment (Lift) in Cost Center 342 Fleet Services. The vertical rise drive-on lift is a critical piece of equipment for servicing fire department vehicles such as aerial ladder and pumper trucks. The current lift is unreliable and is a safety hazard. The lift cannot raise the trucks level and consistently becomes stuck in a raised position. The unit has been repaired multiple times by a third party. In addition, modifications have been made to alter the way trucks are loaded onto the lift in an attempt to improve the lift’s performance. However, the lift continues to function improperly.
The Four Post Truck Lift is an unscheduled new addition in Cost Center 342 Fleet Services. This unit will replace one that was installed before lifts were assigned asset tracking numbers and assigned to the Equipment Replacement Fund. The lift has failed inspection and cannot be repaired due to age and lack of available parts.
The Heavy Duty Tire Changer is a scheduled replacement from Capital Outlay FY2020-21 for unit 05712 Shop Equipment (Tire Changer) in Cost Center 342 Fleet Services. Due to operational demands, it is necessary to purchase at this time.
The purchase of these units is necessary for the following reasons:
1. These units are essential to this department’s daily operations and are required to maintain current service levels.
2. The old units are in need of replacement. The determination for the need of replacement is based on age, usage, maintenance cost, and re-sale value. Based on these criteria, Fleet Services recommends the replacement of the above units.
3. The Vertical Rise Drive-on Lift and Four Post Truck Lift are safety hazards and unreliable. In addition, they will limit the users’ ability to perform their duties because of increased breakdowns and additional downtime for repairs.
The City is authorized to purchase from a cooperative purchasing program with another local government or a local cooperative organization pursuant to Chapter 271 Subchapter F of the Texas Local Government Code and by doing so satisfies any State Law requiring local governments to seek competitive bids for items.
