ITEM SUMMARY

To ratify an expenditure in the amount of $121,006 for Construction Manager at Risk services for Oak Point Recreation Center Outdoor Pool, Project No. 7034.1, from CORE Construction Services of Texas, Inc. for the Parks & Recreation Department; and authorizing the City Manager to execute all necessary documents. Approved

PREVIOUS ACTION/PRESENTATION

On December 14, 2020, Council awarded an expenditure for the Construction Manager at Risk for Oak Point Recreation Center Outdoor Pool, Project No. 7034.1, to CORE Construction Services of Texas, Inc.

BACKGROUND

There are two items that required immediate work authorization:

 

1.  During grade beam excavation on May 31, 2021 there was an undocumented electrical line discovered to be in the way of the new addition to the Oak Point Recreation Center Outdoor Pool.  The electrical line was damaged and was no longer usable for the building service.  A re-route and installation of new electrical conduit and wire at the proper depth and location was required.  The re-route was safely located to not interfere with other construction items.  This sum is $112,011.

 

2.  After the project had been underway for 6 months, on July 15, 2021, Oncor required the feeder electrical line to the Oak Point Recreation Center to be lengthened.  This impacted the ability of Oncor to provide suitable service to this facility. The sum for this portion of the work is $8,995.

 

It was verified that the repair was urgent to re-establish electrical power to this location. This situation required emergency action and is exempt from the competitive bid process as allowed by Texas Local Government Code Chapter 252 Sub Chapter B Section 252.022(a)(3):

 

Sec. 252.022. GENERAL EXEMPTIONS

(3) a procurement necessary because of unforeseen damage to public machinery, equipment, or other property.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2020-21 Recreation Center CIP.  Ratification of the expenditure in the CMAR for Oak Point Recreation Center Outdoor Pool-Construction Phase project to repair the electrical service, in the total estimated amount of $121,006, will leave a current year balance of $1,408,321 for future project expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
