It is the recommendation of Environmental Waste Services to purchase replacement trash and recycle carts in the estimated annual amount of $543,131 from Rehrig Pacific Company through Cooperative Contract No. 00254 for one (1) year contract with four (4) automatic one-year renewals. Environmental Waste Service reviewed multiple Cooperative Contract quotes and found this to be the best value for the City. These trash and recycle carts will be used to replace damaged carts and provide carts for new residential services.
The purchase of these units is necessary for the following reasons:
1. Replacing damaged carts due to wear and tear throughout the year is essential to this department’s daily operations and are required to maintain current service levels and customer satisfaction.
2. As old carts age, they are in need of replacement. The determination for the need of replacement is based on age, serviceability and physical damage along with providing trash and recycle carts for new residential waste collection services.
3. If these units are not replaced, customer service and satisfaction of Plano residents will be impacted due to unserviceability of older damaged carts.
The City is authorized to purchase from a cooperative purchasing program with another local government or a local cooperative organization pursuant to Chapter 271 Subchapter F of the Local Government Code; and by doing so satisfies State Law requiring local governments to seek competitive bids for items.
