RECOMMENDED ACTION:Approval of Expenditure

ITEM SUMMARY

To approve an expenditure for engineering design related services for the upgrade of Plano’s Vehicle Detection System, CIP Project No. 7382, in the amount of $194,400 from BGE, Inc. for the Engineering Department; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

This project entails the vehicle detection upgrade at approximately 268 signalized intersections. The City currently utilizes a video imaging vehicle detection system (VIVDS) that was installed 15+ years ago. A consultant will assist City staff in the evaluation of other vehicle detection technologies and prepare procurement documents for the recommended detection solution.  The vast majority of Plano's existing VIVDS system equipment has been discontinued and is no longer supported by the manufacturer. We anticipate the new detection system will also provide Traffic Management Center staff valuable data for traffic counts and performance metrics.

 

The installation of a modern detection system will minimize equipment failures and false or skipped calls, resulting in more reliable coordinated signal operation.  Motorists will see increased consistency in signal coordination and intersection operations resulting in reduced delay, stops, fuel consumption and emissions.

 

BGE, Inc. was deemed the most qualified design firm based on their Statement of Qualifications submission RFQ No. 2019-0516-X.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2021-22 Street Improvement CIP and is planned for 2022-23, as well.  Engineering design services for the upgrade of the vehicle detection system, in the total estimated amount of $194,400, will leave a current year balance of $41,400 for future project expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
