To approve the terms and conditions of Amendment #1 to the Advance Funding Agreement for City wide installation of Closed-Circuit CCTV cameras by and between the City of Plano and the Texas Department of Transportation, authorizing its execution by the City Manager or his designee, and providing an effective date.  Adopted Resolution No. 2023-10-8(R)

The Engineering Department recommends the City of Plano approve and execute Amendment #1 to the Advance Funding Agreement (AFA) for the City wide installation of Closed-Circuit Television (CCTV) cameras. The original Advance Funding Agreement with the Texas Department of Transportation (TxDOT), approved June 27, 2022, includes the procurement and installation of approximately 160 CCTV cameras at intersections throughout the City of Plano. Amendment #1 to the AFA modifies the project from On-System to Off-System roadways and moves the responsibility for the direct state cost from state to local participation.

This project allows Plano to expand our remote CCTV coverage from 44 intersections to over 200 intersections which is approximately 70 percent of our total signalized intersections. This coverage will tremendously improve our efficiency by allowing our Traffic Management Center (TMC) operators to remotely monitor and evaluate traffic operations at most of our signalized intersections.  Without these extra cameras, our TMC operators will continue to inefficiently use their time to travel to the field to diagnose operational issues at our signalized intersections.

If the Resolution is not approved, the City will not be able to proceed forward with the project, the City would have to forfeit the awarded $1,867,00.00 grant funding, and would not be able to move forward with the construction of this CCTV expansion project.

This item approves an Amendment to an Advance Funding Agreement between the City of Plano and Texas Department of Transportation for City wide installation of Closed-Circuit CCTV cameras.  The total estimated project cost is $1,988,728, of which $1,904,340 will be funded through the agreement; $1,867,000 in federal participation and $37,340 in Transportation Development Credits (TDCs).
