ITEM SUMMARY

To approve an expenditure for engineering professional services for Phase IV Fiber Communications Expansion, Project No. 7384, in the amount of $544,093 from Kimley-Horn and Associates, Inc. for the Engineering Department; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

The Engineering Department recommends approval of an expenditure in the amount of $544,093 for engineering professional design services from Kimley-Horn and Associates, Inc., for the Phase IV Fiber Communications Expansion.  This project includes the analysis and design of converting and upgrading Plano’s traffic wireless communications system to fiber optic communications.  Approximately 45 percent of Plano’s traffic controlled intersections have already been converted and upgraded from wireless to fiber optic communications.  This project will design the conversion of an additional 50 percent of Plano’s signalized intersections.  The remaining wireless locations will continue to utilize Cradlepoint modems for which a monthly fee is charged for modem usage.  Kimley-Horn and Associates, Inc. will be used to a) assess the viability of utilizing NTTA fiber infrastructure; b) develop a conceptual fiber network; c) prepare construction documents; and d) provide construction support services.  The Technology Services Department will provide direction on network design and will identify opportunities for connecting the new fiber to other City facilities.

 

Kimley-Horn and Associates, Inc. was deemed most qualified based on their Statement of Qualifications submission for RFQ No. 2019-0516-X.

 

The benefit of this project includes providing a fiber optic communications foundation which will be needed for handling Plano’s upcoming CCTV camera expansion; vehicle detection system upgrade; the extensive data needs for traffic signal performance metrics; and future expansion data needs from autonomous vehicles, connected vehicles, and adaptive signal operations technology.  Traffic Management Center staff will also see faster response times when communicating with in-field traffic infrastructure.  An additional benefit will be a total annual reduction in modem fees of approximately $120,000.

 

Not approving the expenditure would result in slower communication speeds including potential delays in critical incident management scenarios, a continuation of annual modem fees, and a significant reduction in our ability to add new technologies to Plano’s traffic management system.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2021-22 Street Improvement CIP and is planned for 2022-23, as well.  Engineering professional services for the Phase IV Fiber Communications Expansion project, in the total estimated amount of $544,093, will leave a current year balance of $5,000 for future project expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
