AGENDA ITEM:Approve an expenditure for engineering professional services for Transportation Technologies Program Management, Project No. 7557
RECOMMENDED ACTION:Approval of Expenditure

ITEM SUMMARY

To approve an expenditure for engineering professional services for Transportation Technologies Program Management, Project No. 7557, in the amount of $899,940 from Stantec Consulting Services, Inc. for the Engineering Department; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

The Engineering Department recommends approval of an expenditure in the amount of $899,940 for engineering professional services from Stantec Consulting Services, Inc., for the Transportation Technologies Program Management.  This project includes management, design-review, and construction support services for multiple traffic technology projects including CCTV expansion, vehicle detection system upgrade, Phase IV fiber expansion, traffic signal controller hardware/software upgrades, traffic signal cabinet upgrade, traffic management system software upgrade, the SH 121 traffic control upgrade, and a future CCTV expansion project.

Stantec Consulting Services, Inc. was deemed most qualified based on their Statement of Qualifications submission for RFQ No. 2019-0516-X.

The benefit of this project includes improving project coordination between City staff, other City departments, and partner agencies; tracking, updating, and reporting project status to City staff; maintaining up-to-date project documentation; overseeing project reviews and tracking resolution of comments; providing additional subject matter experts; and providing quality assurance.

Not approving the expenditure would result in significant delays in the design and construction of several of the traffic technology projects listed above.  These delays will hinder our ability to bring substantial improvement to vehicle delay, stops, fuel consumption, and emissions.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2021-22 Street Improvement CIP and is planned for future years, as well.  Engineering professional design services for the Transportation Technologies Program Management project, in the total estimated amount of $899,940, will leave a current year balance of $10,000 for future project expenditures.

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
