| | | | | | | | ITEM SUMMARY To approve an expenditure for engineering professional services for Traffic Cabinet, Local Controller, and Central System Software Specifications Development, Project No. 7400, in the amount of $294,283 from Teal Engineering Services, Inc. for the Engineering Department; and authorizing the City Manager to execute all necessary documents. | | | | | | | | BACKGROUND This project entails the upgrade of Plano's traffic signal controller hardware and software, traffic signal cabinets, and traffic management system software. The purpose of the upgrade is to replace the end-of-life traffic equipment and incorporate the hardware and software technological advances that have occurred in the traffic control industry in the last 15 years. The controller upgrades will provide significant improvements in reliability, configuration flexibility, processing speed, enhanced performance including advanced/complex intersection configurations and operations, as well as implementation of advanced communications technologies. The cabinet upgrade will provide significant improvements in space availability, reliability, power efficiency, and expansion opportunities for future technologies. The upgraded centralized traffic management system software provides advanced monitoring capabilities, reporting functions, as well as automated analytics and performance metrics documentation. These new systems will allow for improved signal timing which will reduce motorist delay, stops, fuel consumption, emissions, and congestion.
Teal Engineering Services, Inc. was deemed most qualified based on their Statement of Qualifications submission for RFQ No. 2019-0516-X. Teal Engineering will a) identify key City functional requirements for each item; b) review and summarize existing off-the-shelf hardware and software options; c) compare existing options against the City’s functional requirements; and d) prepare procurement specifications for each item.

| | | | | | | | FINANCIAL SUMMARY/STRATEGIC GOALS Funding for this item is planned in the 2021-22 Street Improvements CIP. Consulting engineering services for the development of specifications for upgrading traffic cabinets, local controller, and central system software, in the total estimated amount of $294,283, will leave a project balance of $1,105,717 for future expenditures.
Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government. |
