ITEM SUMMARY

To approve an expenditure for landscape architect professional services for Chisholm Trail Extension, Project No. 7306.1, in the amount of $156,568 from Freese and Nichols, Inc. for the Parks & Recreation Department; and authorizing the City Manager to execute all necessary documents. Approved

PREVIOUS ACTION/PRESENTATION

In October 2020, Council approved an expenditure in the amount of $71,858.00 for professional services from Freese and Nichols, Inc. for the preliminary design process of the Chisholm Trail Extension project. This professional services agreement included a preliminary concept plan that identified a suitable trail alignment between 15th Street and the planned trailhead at the Collin Creek Mall redevelopment. This phase of the project identified and assessed any potential problems or design issues relating to the hydraulic and hydrologic analysis prior to proceeding into the construction design services for a more efficient design process.

BACKGROUND

Chisholm Trail comprises a total of approximately 9.5 miles of parallel concrete trail on either side of Spring Creek. The trail spans from Legacy Drive to 15th Street. The Chisholm Trail Extension project includes construction design plans for a shared-use concrete recreational trail approximately a quarter-mile long and twelve feet wide from 15th Street to the Collin Creek Mall redevelopment. The project scope also comprises the completion of the hydraulic and hydrologic modeling and analysis that is required. 

The Collin Creek redevelopment project will include a parkland dedication that will feature development of Chisholm Trail within the mall site project limits, and along with providing favorable destinations, the extension from 15th Street and associated accessibility improvements prove valuable.

This professional services agreement for the Chisholm Trail Extension project will continue the design process in accordance with the project conceptual plan and preliminary hydraulic and hydrologic modeling and analysis. Based on the identified trail alignment, this phase of the project will produce the final construction documents. This project scope also comprises bidding and construction administrative services.

The Parks and Recreation Department recommends approval of an expenditure in the amount of $156,568.00 for professional services from Freese and Nichols, Inc. for the Chisholm Trail Extension.  Freese and Nichols, Inc. was deemed most qualified based on their Statement of Qualifications submission for RFQ No. 2019-0396-X. The total contract fee is $156,568.00, which includes construction design services, as well as hydraulic and environmental services.

The benefit of this project includes the construction design needed for the Chisholm Trail Extension. This project also provides value to the existing Chisholm Trail users as well as the residents and users of the forthcoming Collin Creek Mall site redevelopment. If this project is not approved, the existing Chisholm Trail will continue to terminate at 15th Street, and there will not be a trail connection to the Mall redevelopment once the project is complete.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2021-22 Park Improvements CIP.  Professional services for the Chisolm Trail Extension, in the estimated amount of $156,568, will leave a current year balance of $1,093,432 for future project expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
