ITEM SUMMARY

To approve the terms and conditions of an Interlocal Cooperation Agreement with the Plano Independent School District (PISD) for the joint use of parking, playground and athletic field facilities at Old Shepard Place Park, Shepton High School, and Huffman Elementary School; authorizing the execution by the City Manager; and providing an effective date. Approved

PREVIOUS ACTION/PRESENTATION

Expenditures for Landscape Architect Professional Services from Pacheco Koch Consulting Engineers, Inc. for Old Shepard Place Park Renovations, Project No. 7172, in the amount of $123,265 were approved at the December 12, 2019 City Council Meeting.

BACKGROUND

PISD and the City of Plano began cooperatively sharing facilities in 1969 with the objective of savings tax dollars. By collocating some park-school facilities, both entities avoided unnecessary duplication of open space and purchased less land than would have been necessary otherwise. During times of growth and expansion, the City and PISD consciously avoided contracts and other written agreements for these co-located facilities, except when legally required. This approach was thought to promote cooperation by keeping efforts simple and straightforward.


The site plan process and pending renovation of Old Shepard Place Park necessitates the formalization of the cooperative efforts between PISD and the City at this location as the adjoining park and school campus properties share parking lots, playgrounds, and athletic fields. PISD and City staff have prepared an Interlocal Agreement to memorialize established practices and guide future cooperative efforts between the two entities to benefit students, neighborhood residents, and the public.

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
