The Consolidated Annual Performance Evaluation Report (CAPER) is prepared as an annual requirement for the City to continue receiving Community Development Block Grant (CDBG) and HOME Investment Partnership funds from the U.S. Department of Housing and Urban Development (HUD). Its purpose is to inform the public of the use of these funds during the most recent 12-month grant cycle: October 1, 2020 through September 30, 2021. The 2020-21 grant year is the first year of Plano’s 2020-2024 HUD Consolidated Plan for housing and community development needs.
Plano expended $2,837,239 in federal funds from HUD during the 2020 grant year. In addition to its regular CBDG and HOME allocations, the City was granted $828,593 in first round and $1,397,268 in third round CDBG-Coronavirus funds for programs that prevent, prepare for, and respond to COVID-19. The City spent $371,536 of its CDBG-CV funds during the 2020 grant year.
One hundred percent of funds expended were used to provide housing and/or public services to low- and moderate-income persons. A total of 387 individuals and 25 households were assisted. Projects related to creating and sustaining housing included housing rehabilitations for 19 households and down payment assistance for six first-time homebuyers. A total of 448 individuals received homelessness prevention assistance, of which 337 were economically impacted by the COVID-19 Pandemic. Projects that contributed to suitable living environments included homeless shelter and supportive services for 40 individuals and youth programs for 40 individuals.
Comments received during the City Council public hearing will be included in the report to HUD. The report will be submitted to HUD on or after December 14, 2021.
