On November 11, 2019, City Council appointed a 16-member, ad-hoc advisory committee called the Comprehensive Plan Review Committee (CPRC). The role of the CPRC was to guide the city in the planning process for the reconciliation of the community regarding the Comprehensive Plan. The CPRC was to act as a community sounding board for the Plan and provide input and feedback on policy recommendations from the Planning & Zoning Commission. The CPRC members were also to act as advisors and ambassadors of the planning process. For these purposes, the resolution creating the CPRC and establishing the comprehensive plan review process required the consensus of at least 75% of the CPRC and 50% of the P&Z to move the plan forward to City Council. Four key topic area for review were identified by City Council: land use, transportation, density, and growth management.
After 20 months, the CPRC and P&Z completed their work in September 2021, resulting in the Comprehensive Plan 2021. Much of this new Plan may look familiar, as aspects of the previous Comprehensive Plan outside the four topic areas assigned by City Council remain largely unchanged. Significant changes were made to parts of the Plan and important new content was created, including a set of Guiding Principles, a Redevelopment & Growth Management Policy, and Future Land Use Dashboards. Additionally, a separate ‘Findings Policy’ was adopted by City Council on September 27, 2021.
The Comprehensive Plan 2021 was presented for public review and the majority of feedback on the Plan was collected through an online survey available from October 1 through October 18, 2021. Other events, including a Telephone Town Hall and CPRC Meet & Greet on October 14, 2021, were held to answer questions about the Draft Plan. The results of the online survey, as included in the background materials for this meeting’s Preliminary Open Meeting, are available for review and consideration of the City Council. The purpose of this agenda item is to hold a public hearing and consider adoption of the Comprehensive Plan 2021, including directing any revisions that the Council deem necessary from the public feedback.
Approval of the Ordinance will also sunset the plan review process and ad-hoc Comprehensive Plan Review Committee established by Resolution 2019-11-2(R).
