The Engineering Department received a proposal on October 18, 2021 from Gibson & Associates, Inc. for the Bridge Repair Phase III - Repair at Spring Creek Parkway and White Rock Creek project. Gibson & Associates, Inc. submitted a proposal in the amount of $312,079.20 which was accepted by the Engineering Department. The project includes the removal and replacement of concrete street paving, concrete channel rip-rap, structural elements of the bridge and repair of 12” water line.
On September 30, 2021 the Engineering Department received notification from City of Plano Public Works that a 12” water main under the Spring Creek Parkway street paving at the White Rock Creek bridge had failed, causing a powerful stream of water to escape in that area for a moderate length of time. There was extensive erosion created under the inside westbound lane of street paving, bridge approach, and to the area under the concrete channel paving at the bridge due to the waterline failure. The traffic lane at the location of the failure is currently closed. Plano Engineering immediately tasked Huitt-Zollars with providing design and construction plans to repair the damaged street paving, portions of the bridge and the water line that are affected.
It is the conclusion of the Engineering Department and the hired structural engineers with Huitt-Zollars, that the repair is urgent and presents potential failure of the above described pavement and bridge approach along Spring Creek Parkway. This situation could compromise the safety and welfare of residents and motorists that travel along Spring Creek Parkway. In the opinion of our team, this situation requires emergency action available under Texas Local Government Code Sec 252.022:
Sec. 252.022. GENERAL EXEMPTIONS
(2) a procurement necessary to preserve or protect the public health or safety of the municipality’s residents;
(3) a procurement necessary because of unforeseen damage to public machinery, equipment, or other property
If this project is not awarded, there is potential for future failure of the street paving of Spring Creek Parkway, compromising the safety of motorists along Spring Creek Parkway, reducing their quality of life, and potentially causing a far greater amount of remediation costs in the future to mitigate failure to the Spring Creek Parkway street paving.
