| | | | | | | | BACKGROUND The Plano Police Department is seeking to replace the WatchGuard Video Vista XLT body worn cameras (BWCs) currently in use with the new Motorola V300 model, which offers a number of advanced features. These include a more reliable one piece design, 4K image sensor with electronically-adjustable lens, 1080p resolution, detachable battery, encryption at rest and in-transit for greater data security, and wide-angle lens distortion correction. The vendor has agreed to provide the police department with 500 new V300 body worn cameras, all of the necessary hardware for transition, and migration of our existing data; along with unlimited storage for all in-car systems and body worn camera recordings to their Azure-hosted Command Central Evidence platform. The price for this replacement project is based upon Texas DIR cooperative purchasing contract #DIR-TSO-4163, but includes a significant customer loyalty discount. This will allow for full replacement of all of our body worn camera equipment and transition to Motorola’s new hosted data storage environment.
The total cost for this project will be $849,500 for a three year term, and we will be using the Police Department’s Equipment Replacement and Traffic Safety funds for the procurement. The department expects to benefit greatly from features offered by the new generation camera, as well as a full migration to the cloud-hosted CCE platform. Failure to support this effort will diminish the Police Department’s ability to most effectively fulfill its mission and negatively impact our partnership with the citizens of Plano.
The City is authorized to purchase from a cooperative purchasing program with another local government or a local cooperative organization pursuant to Chapter 271 Subchapter F of the Texas Local Government Code and by doing so satisfies any State Law requiring local governments to seek competitive bids for items.
