ITEM SUMMARY

RFB No. 2022-0097-B for Hoblitzelle Park Trail Replacement at Red River, Project No. 7204, for the Parks & Recreation Department to Joel Brown & Co. LLC DBA J.B. & Co. LLC in the amount of $1,395,335; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

The Parks and Recreation Department opened bids on December 2, 2021 for the Hoblitzelle Park Trail Replacement at Red River, Project 7204.

Located west of Red River Drive, the project removes and replaces approximately one mile of an existing portion of Hoblitzelle Park Trail that is in poor condition. The replacement trail will be upgraded to a wider shared-use path to meet today’s standards. In addition, the project comprises drainage culverts to direct slow-draining stormwater that currently accumulates on and around the existing trail to Russell Creek more quickly. This project also includes renovations to the nearby stormwater outfall flume that is experiencing significant erosion and undermining.

In addition to providing every-day use to park patrons, this area of Hoblitzelle Park Trail also serves as a route to school for the adjacent Hedgcoxe Elementary School and Hendrick Middle School. The trail renovations and drainage infrastructure will improve general trail conditions and will help safeguard the trail after heavy rain episodes, resulting in fewer resources deployed for recovery after each rain and flood episode. The improvements will also ensure that stormwater outfall flume is operating properly and is not undermined during flooding episodes. 

The lowest responsive and responsible bid was submitted by Joel Brown & Co. LLC DBA J.B. & Co. LLC in the amount of $1,395,335. One item, for a temporary chain link fence, will be awarded via separate price agreement 2021-0255-AC. There were a total of 666 vendors notified of this project. 10 complete bids were received for the project as shown in the attached bid recap.
 

If this project is not awarded, the trail will continue to deteriorate, and the erosion and undermining of the stormwater outfall flume will go unresolved.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2021-22 Park Improvement CIP and Municipal Drainage CIP.  Trail renovations and drainage infrastructure improvements for the Hoblitzelle Park Trail Replacement at Red River project, in the total estimated amount of $1,395,335, will leave a combined balance of $385,890 for future trail projects.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
