Public Works staff recommends the bid of ADS LLC be awarded the contract for the wastewater flow monitoring. The contract will be awarded for two years with four (4) one-year automatic renewals. The approximate total of the contract over the six years is $1,537,670.
The Public Works Department is seeking to have a vendor provide wastewater flow monitoring at strategic locations throughout the City. The flow monitoring will include both temporary and long-term monitoring through the use of wastewater flow meters, rain gauges, and manhole monitoring devices along with City access to data through a contractor hosted and managed system (web-based interface).
Monitoring of wastewater flows is important to maintain compliance with the City’s adopted Capacity, Management, Operations, and Maintenance Plan (CMOM) to proactively monitor the wastewater flow and wastewater conveyance capacity of the wastewater collection system. Monitoring also enhances the City’s ability to evaluate the effectiveness of ongoing inflow and infiltration and capital improvement projects.
Purchasing published a Request for Proposals (RFP), and four vendors submitted proposals. After reviewing all of the proposals, two vendors were shortlisted: ADS LLC and HACH Company. Upon further evaluation and reference checks, staff finds the proposal from ADS LLC provides the best solution to meet the City’s needs and recommends award of a contract to ADS LLC.
If the City Council does not approve this contract, staff will not be able to maintain compliance with the City's adopted CMOM plan which impacts public health and safety through reduced sanitary sewer overflows and leakage.
