ITEM SUMMARY

Public Hearing and adoption of Ordinance No. 2022-1-21 to accept and approve a Service and Assessment Plan and Assessment Roll for the Downtown Plano Public Improvement District; making a finding of special benefit to the property in the District; levying Assessments against property within the District and establishing a lien on such property; providing for the method of assessment and the payment of the Assessments in accordance with Chapter 372, Texas Local Government Code, as amended; providing penalties and interest on delinquent Assessments; providing for severability; resolving matters incident and related thereto; and providing an effective date. PREVIOUS ACTION/PRESENTATION

The attached ordinance's preamble reviews the timeline of all previous Council actions concerning the Downtown Plano Public Improvement District (Downtown PID).  This public hearing and consideration of an ordinance is a necessary yearly action.

 

On January 6, 2022 a notice of the public hearing was printed in the Dallas Morning News.  In addition, on January 10, 2022 a notice was sent to each landowner within the boundaries of the Downtown PID.  Both actions are required by statute.

BACKGROUND

The Downtown PID supports businesses in Downtown Plano by providing funds that support events, marketing and advertising for the area.  The funds have been instrumental in helping Downtown Plano survive the ongoing pandemic.

 

In lieu of a levy on each of the City of Plano's properties that are within the Downtown PID, the City provides a yearly payment of $50,000 to the Downtown PID fund.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding is available for this item in the 2021-22 General Fund budget.  In lieu of a levy on each of the City of Plano’s properties, the City provides a yearly payment of $50,000 to the Downtown PID fund. 

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
