The City of Plano utilizes the InfoCenter Records Management System (RMS) for police records, automated field reporting and evidence management. Cohero currently provides this professional service and supports this system. It is also the software that collects and sends our crime statistics to the state via UCR/NIBRS reporting. Due to a delay in obtaining a quote for the year, the City is requesting ratification of the first twelve days to accommodate services currently being provided, as services have not been interrupted. The agreement is for the term of January 12, 2022 through January 11, 2023.
The initial amount of $283,406 will be followed by one (1) automatic one-year renewal at an estimated amount of $291,909 for the second year.
Even though the Police Department is currently in the RFP process to replace this software, it is critical that the City keeps software maintenance at this time since it is critical to the operation of the Police Department. Maintenance on this software also allows us to get the latest security updates as well as modifications to comply with changes to the UCR/NIBRS system when they are implemented by the State and FBI.
If this contract is not awarded, we leave the Police Department exposed to possible vulnerabilities, loss of data and an inability to properly submit our crime statistics.
The City is exempt from the competitive bid process for this purchase as allowed by Texas Local Governmental Code Chapter 252 Subchapter B Section 252.022(a)(4). (City of Plano Internal Contract No. 2022-0248-XR)
