| | | | | | | | BACKGROUND As part of the city’s landfill diversion program, the City of Plano receives and initially processes organic debris such as tree trimmings at the Custer Transfer Station. The material is then hauled to our Melissa site for final processing to produce mulch for sale. In response to the February 2021 winter storm Uri, the city experienced unprecedented demand for the processing of organic debris. In order to haul this surge of debris, the city used The Organic Recycler to provide additional hauling services through December 2021. We are requesting Council ratify the hauling services in an estimated amount of $273,390. If this vendor was not utilized, the Custer site would have become a significant safety and fire hazard.
The City is exempt from the competitive bid process for this purchase as allowed by Texas Local Government Code Chapter 252 Subchapter B Section 252.022 (a)(2). |
| | | | | | | | FINANCIAL SUMMARY/STRATEGIC GOALS Funding is available in the 2021-22 Compost Marketing & Operations budget. The total cost of this item is $273,390. This request ratifies the expenditure associated with the hauling of the debris from the February 2021 winter storm.
