ITEM SUMMARY

RFB No. 2022-0131-B for Median Renovation - West Spring Creek Parkway and Midway Road to Parkwood Boulevard, Project No. 7104, for the Parks and Recreation Department to American Landscape Systems, Inc. in the amount of $263,725; and authorizing the City Manager to execute all necessary documents. Approved

 

 

 

BACKGROUND

The Median Renovation - West Spring Creek Parkway and Midway Road to Parkwood Boulevard, Project No. 7104, includes the planting of trees in medians and the installation of an irrigation system to water the trees. In 2018, NTMWD installed a new wastewater pipeline in the medians on Spring Creek and Midway, and it was necessary to remove trees during this installation. NTMWD compensated the City of Plano in the amount of $123,688 to mitigate for the trees removed. The previous irrigation system was near the end of its life span; however, reusable irrigation equipment was salvaged for city use.

 

The Parks and Recreation Department opened bids on January 13, 2022 for the Median Renovation - West Spring Creek and Midway Road to Parkwood Boulevard project. The lowest responsive and responsible bid was submitted by American Landscape Systems, Inc. in the amount of $263,725. Six complete bids were received for the project as shown in the attached bid recap.  

 

The project has several benefits.  Planting trees will increase the tree canopy coverage in Plano as outlined in Plano’s Urban Forestry Master Plan.  In addition, the planting of the trees near roadways will help to reduce the Urban Heat Island Effect, reduce road noise, will help to capture CO2 and particulate matter, reduce storm water run-off, and will improve aesthetics on Spring Creek Parkway and Midway Road. Not planting trees would reduce the environmental benefits of tree planting and reduce our tree canopy coverage in Plano.  

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2021-22 Park Improvements CIP and the Capital Maintenance Fund.  Median renovations for the West Spring Creek Parkway and Midway Road to Parkwood Boulevard project, in the total estimated amount of $263,725, will leave a current year balance of $154,292 for future project expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
