ITEM SUMMARY

To approve an expenditure for a Professional Services Agreement for a Sanitary Sewer Evaluation Study of North Dallas Trunk Basin, Project No. 7487, in the amount of $306,243 from RJN Group, Inc. for the Public Works Department; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

This Professional Services Agreement is to complete a Sanitary Sewer Evaluation Study (SSES) of three metered sub-basins within the North Dallas Trunk Basin for stormwater inflow and groundwater infiltration reduction.  The study will include approximately 104,300 linear feet of smoke testing, 360 manhole inspections, 10 dye tests, 20 night flow isolations and 20,000 linear feet of Closed-Circuit Television (CCTV) Inspections. To reduce costs, existing inspection data of sanitary sewer mains will be used for assessment, where available.

 

RJN Group, Inc. was deemed most qualified based on their Statement of Qualifications submission for RFQ No. 2021-0379-XR.

 

RJN Group, Inc. completed Phase I of a larger inflow and infiltration (I/I) study consisting of the Lower White Rock Creek and Dallas North Trunk Basins in 2021. Based on the analysis of data, there is excessive inflow for approximately 57% of the monitored area and excessive infiltration in a portion of the basin. A full SSES should be completed for these targeted areas within the North Dallas Trunk Basin.

 

If this expenditure is not approved, rainwater will continue to inflow and groundwater will continue to infiltrate into the sanitary sewer system causing reduced capacity for sewer flows, higher sewer treatment costs for rainwater, and potential sanitary sewer system overflows.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2021-22 Sewer CIP.  Professional services for the North Dallas Trunk Basin Evaluation project, in the total estimated amount of $306,243, will leave a current year balance of $43,757 for future project expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
